Show 2B The Salt Lake Tribune, 14. 1986 Tuesday, January 0 0 Sheriff: Health Detail May Foil Suicides Public Hearings Scheduled for Rezoning Issue Public hearings will be held Tuesday on a pair of rezoning petitions affecting a shopping center expansion opposed by adjacent neighborhoods. The hearings begin at 7 p.m. at 301 Building and are part of a Salt Lake City Council meeting that begins at 6 p.m. City-Coun- Two rezoning petitions seeking opposite outcomes were filed last summer to determine whether to allow an expansion at Foothill Village Shopping Center at 1400 Foothill Drive. In late July the City Council immoratorium on posed a any zoning changes there. Now the issue has come up for a vote. Developers want to expand the ar- eas mini-mal- l, but neighbors are concerned about increased traffic, infringement into residential areas below 2200 South and Albertsons grocery deliveries that must be done along 2200 South. Other council items scheduled for discussion include a proposal to increase the size of the citys prestigious Airport Authority Board from seven to nine and decide a location for a future waste water treatment facility. Family of 3 Escapes Injury As Fire Guts Kearns House Special to The Tribune A Kearns house was KEARNS gutted by fire Monday, about a week after a family of three had moved in. Don Butterfield and his wife and son were awakened by smoke from the fire about 8 p.m. They escaped from their burning home, 4057 W. 4990 South, and ran to neighbors homes to warn them. No injuries were reported. Several neighbors saw the flames shooting out from windows and quickly called firefighters. County crews arrived in about four minutes, but the structure was already engulfed in fire. Cause of the fire was undetermined Monday night as investigators were still sifting through the charred remains. Salt Lake County Fire Battalion Chief Robert Sorenson set the preliminary damage estimate at $70,000 to the structure and contents. Firefighters brought the blaze under control in about 25 minutes. Cold weather hampered their efforts as water from fire hoses quickly froze on the ground and on firefighters. Mr. Butterfield's next door neighbors, William and Janet Travis, said the flames crackled out of all of the ground floor windows and shot about 20 feet above the house. Mr. Williams said a light breeze and temperatures in the low 20s kept the heat away from his house, which is only a few feet away from the Butterfield home. If it had been summer time, our roof probably would have gone up, too, Mr. Williams said. The Butterfield family apparently purchased the home on News Years Eve and moved in last week, neighbors said. The family stayed at a neighbors house while firefighters extinguished the blaze. They made arrangements to stay with Mrs. Butterfield's mother in Taylorsville, Chief Sorenson said. Rachel Taylor, 15, 4074 W. 4990 South, said she was talking on the telephone when she happened to glance out the window and see the Butterfields home start glowing orange from inside. She said she quickly ended her phone call and notified the fire department. Dozens of neighbors in the residential area gathered to watch the firefighters in action. One woman said the neighborhood was very close knit, but because the Butterfields had only moved in a week ago, nobody knew them really well. I just wish we could do something for them, she said. U. Wins Grant to Develop Braces for Handicapped The Marriner S. Eccles Foundation has awarded the University of Utah division of physical therapy a $20,000 grant to develop and test lightweight braces for the handicapped. Dr. Kent G. More detailed medical reports on prisoners booked into the Salt Lake County Jail may prevent incidents like one that left a man in critical condition Sunday after he tried to hang himself, Salt Lake County Sheriff Pete Hayward says. Salt Lake County Sheriffs Office detectives expect to finish, in a couple of days, an investigation to find if the man, 36, tried to commit suicide or was attacked by another inmate, Lt. Ben Forbes said. But Sheriff Hayward and jail administrators plan to introduce a policy Feb. 1 requiring arresting officers to give better descriptions of prisoners medical needs before theyre booked, he and Lt. Elray Dow said Monday. Sheriff Hayward declined to relase the Salt Lake City residents name. The man was listed in critical condition Monday at LDS Hospital, a hospital spokesman said. The man apparently tried to hang himself in the jail Sunday morning after he was released from LDS Hospital after recovering from a drug overdose, which also appeared to have been a suicide attempt. He was booked into jail Sunday on charges stemming from presenting false drug prescriptions at LDS Hospital. Lt. Dow said preliminary reports indicate that jail personnel had monitored the man twice in the two hours he was in jail and had handled his welfare according to routine. But neither doctors at the hospital nor the Salt Lake City Police officer who brought him to the jail told jail officials that the man had attempted suicide, he said. We called the doctor twice.
