CoihthI t'lirntnza has infoi-nuni t he state department that he is willing to confer with representatives represen-tatives of Villa and Zapata on the t-uhjeet of establishing peace in Mexico, Mex-ico, and that he will guarantee safe conduct of the envoys of the other leaders whenever the conference is arranged. He has infoined this government, however, that he will not participate in a convention such as was held at Aguas Calientes, where the questions at issue were put to a vote. As Car-ranza Car-ranza has expressed it to the department, depart-ment, he has no intention of "matching "match-ing votes with Villa and Zapata." At the same time t'arrauza has told this government that he will make formal application for recognition by the United States as soon as he establishes es-tablishes his government in Mexico City, which will probably be within the next few days.
