Believed That Chaotic Conditions Will Continue in Russia, Even Though the Germans Make Every Effort Ef-fort to Restore Order. Washington. Word has been received re-ceived from Petrograd that the Bol-slieviki Bol-slieviki majority at the Moscow conference con-ference decided by a vote of 453 to 30 to support the peace treaty. The decision of the all-Itussian congress con-gress of Soviets to ratify the German peace terms was readied after receipt of President Wilson's message to the Pussian people assuring them that America would take the first opportunity opportu-nity to help them regain their complete com-plete sovereignty and independence. A message received at the state department de-partment from American Consul Summers Sum-mers at Moscow, says the president's message was delivered two days before the Soviets met. Official expression here indicated that America and the allies expect the action of the congress to have little direct bearing on the general Russian situation. It apparently was believed that chaotic conditions will continue in Russia for a long time to come, even though the Germans make every effort to re-establish order and reorganize the country's industrial and agricultural life. Officials here were deeply interested in a dispatch from Moscow, which said that the Russian factions declared that peace will be temporary only, and that Russia will gather herself together with a new socialistic army to resist the Germans. The fact that only slightly more than half of the delegates dele-gates expected to attend the congress were reported as voting, also caused comment. The attitude of the American government gov-ernment towards any German move towards a general peace at the expense ex-pense of Russia, is directly in line with the expression of Lord Robert Cecil in the house of commons, that even if such a proposal came from Germany Ger-many it would not be considered. |
