No land will be sold for less than the appraised value thereof, and not more than 160 acres of Agricultural land, nor more than 320 acres of arid land, nor more than four sections of grazing land will be Bold to any one Individual, company or corporation and sales of such land will be made only to citizens of the United States, or those who have declared their intention in-tention to become such. Terms of Sale: One tenth of the purchase price payable in cash at time f snlt-.v . it li a per cent interest on the remainder of the price to the first of January following; the remainder of the payments to be divided into ten equal annual amounts with interest at the rate of five per cent, per annum on the deferred payments. The board reserves the right to withhold any tract or tracts from the sale. The board will withhold from sale certain tracts now under lease unless leases are surrendered for cancellation cancella-tion at the office of the Board on or before Sept. 1st, 1916. The Secretary of State is hereby directed to submit this proposed pro-posed amendment to the electors of the state at the next general election in the manner provided by law. Section 3.
