General Carranza received re-ceived with great pleasure the news that the pan-American conference at Washington had decided to recommend recom-mend recognition to the party led by j him as the de facto government in j Mexico, although he pointed out that he had received no official notice to j this effect. j He declared that 'the immediate ef- I feet of this news will toe a great moral strengthening of the cause of constitutionalism, consti-tutionalism, and a corresponding disheartening dis-heartening of opposing factions. There will be no more formal battles.
