Show A JOINT RESOLUTION PROPOSING AN A-MEXDMEN A-MEXDMEN V OF SECTION 3, ARTICLE OF THE CONSTITUTION OF THL-3 STATE OF UTAH, RELATING TO TAXATION. Ee it resjlved and enacted by the Legislature of the State of Utah, two-thirds of all the mem- hers elejLed to each of the two houses concurring therein: Section 1. That it is proposed to amend Sec- tkm 3. of Article of the Constitution of the J State of Utah so that the same will read as fol-! fol-! lows: 3. The Legislature shall provide by law for a just and equitable assessnient of the property of tne state at its actual money value. All taxes shall bo uniform on the same class of property within the teiritorial limits of the authority levying levy-ing the tax. and shall be levied and collected for public purpos. s only; Proviued. that a deduction of debits from credits may be authorized: Provided Provid-ed further, that the property of the United States, oi tha state, counties, cities, towns, school districts, munic pal corporations and pu blic libraries, li-braries, lots with the buildings thereon, used exclusively ex-clusively either for religious worship or charitable pin poses, and places of burial not held or used for private or corpjrate bene it. shall be e.' empt from taxation. Diiches, c-nals, reservoirs, pipes and flumes owned and used bj individuals or corpora- j tions for irrigating lands owned by such indivi-uals indivi-uals or corporations, or the individual members thereof, shall not be separately taxed as long as tney shall be owned and used exclusively for such I purpose Provided further, that mortgages upon both real and personal property shah be exempt from taxation; Providtd further, that the taxes of the indigent poor may be remitttd or abated at such time and :n such manner as1 may be provided by law. Sec; ion 2. The Secretary of State is hereby ordered or-dered to give this pioposition to be published in at least one newspaper in every county in the state where a newspaper is printed and published, for two months preceding the next general election. elec-tion. Section 3. This proposition shall be submitted to the electors of this State at th next general election for their approval or disapproval. All official ballots used at such election shall have printed or written thereon the words, "For the amendment to Section 3, Article 13, of the Constitution Con-stitution relating to the classification of property for purposes of taxation," "Yes," "No," and shall otherwise be prepared and submitted to the electors elect-ors as may otherwise be provided by law. and said ballot shall be received, counted and canvassed, and returns thereon be made in the same manner and in all respects as is or may be provided by law in the case of election of state officers. Section 4. If adopted by the electors of the state, this amendment shall take effect January 1st. 1913. State of Utah, Office of the Secretary of State, ss. I, Charles S.
