One of these is the ommission of back-stamping bv the receiving postmaster. post-master. Tliis was done in an effort to ' save time but it is being treated most ; unfavorably by public opinion everywhere, every-where, as with this process dispensed w ith there will be no means of learning of the laxity of the local postmaster in the delivery of mail to addressees. j Also went into effect the order mak- ; ing ordinary postage stamps usable on parcel post packages ai d vise versa. The order follows: x ! 1. On and afier July 1, 1913, ordinary U. S. stamps, ii c'ldin cotim morative issues, shall be valid for postage and , for insurance and collect-on-delivery j fees on four', h-elass mail, and distinc- i tive parcel post stamps shall be valid for all purposes for which ordinary . stamps are valid. The regular issue of due stamps and distinctive parcel post due stamps shall be valid for the col-lectior col-lectior of unpaid and short-paid postage pos-tage on all classes of mail. "2. Sections 8, 9, 38, 43, G2 and 66, Parcel Post Regulations, and section 45 of those regulations as amended by j order No. 6857, March 23, 1913, are j modified accordingly. I "3. The issuance of p.ircel post i stamps and parcel post due stamps to postmasters shall be discontinued after j the stocks now on hand in the bureau i of engraving and printing are exhaust- , ed, and no additional supply of these ! stamps shall be printed. j Charges on packages sent C. O. D. 1 will be collected from addressees on and j after that date, provided the amount on a parcel does not exceed ?100. The fee for collection will be 10 cents in parcels post stamps, to be affixed by the sender, Jfrhis fee also will insure the package against loss to the actual value of the contents, not exceeding ex-ceeding $50. The sender will receipt showing the amount to be collected, the am.runt also appearing on a tag attached to the package. The addresse will recipt for the package on the tag, which will serve as an application for a money . order. i |
