Show A JOINT RESOLUTION PROPOSING AN A-, A-, MEND M E N T OF SECTION 3. ARTICLE 13, I OF THE CONSTITUTION OF THE STATE ! OF UTAH, RELATING TO TAXATION. I Be it resjlved and enucted by the Legislature of the Stare of Utah, two-thirds of all the mem : hers elected to each of the two houses concurring j therein: Section 1. That it is proposed to amend Sec-j Sec-j tion 3. of Article 13, of the Constitution of the State of Utah so that the same will read as follows: fol-lows: 3. The Legislature shall provide bv law for a ! just and equitable assessment of the property of the state at its actual money value. All taxes shali be uniform on the same class of property within the territorial limits of the authority levying levy-ing the tax. and shall be levied and collected for public purposLS only; Proviued. that a deduction of debits from credits may be authorized: Provided Provid-ed further, that the property of the United States, of the state, counties, cities, towns, school districts, municipal corporations and public libraries, li-braries, lots with the buildings thereon, used exclusively ex-clusively either for religious worship or charitab'e put poses, and places of burial not held or used for j private or corporate b?:teiic, shall bo e empt from taxation. Ditches, canals, reservoirs, pipes and I flumes owned and used by individuals or corpora-j corpora-j tions for irrigating lands owned by such itulivi-uals itulivi-uals or corporations, or the individual members i thereof, shall not t3 separately taxed as long as j they shall be owned and used exclusively for such purpose; Provided further, that mortgages upon both real and personal property shall be exempt from taxation; Provided further, that the taxes of the indigent poor may be remitted or abated at such time and in such manner as may be provided by law. Section 2. The Secretary of State is hereby ordered or-dered to give this proposition to be published in at least one newspaper in every county in the state where a newspaper is printed and published, for two months preceding the next general election. elec-tion. Section 3. This proposition shall be submitted to the electors of this State at the next general election for their approval or disapproval. All ofiicia) ' ballois used at such election shall have printed or written thereon the words. "For the amendment to Section 3. Article 13. of the Constitution Con-stitution relating to the classification of property for purposes of taxation," "Yes." "No," and shall otherwise b prepared and submitted to the electors elect-ors as may otherwise be provided by law, and said ballot shall be received, counted and canvas.-ed, and returns thereon be made in the same manner and in all respects as is or may be provided by law in the case of election of state officers.
