War students, messengers, workers, and others who need them for essential transportation are the only ones eligible to purchase them; they may secure purchase certificates upon application from the local War Price and Rationing Board. These certificates are surrendered to the dealer when the bicycle is bought. Purchase certificates are usually valid for a thirty-da- y period, but recently Boards were given permission to extend the time as they see fit.
