Sewer Problem Editor's Note: The following article has been submitted by Roy F. Tygesen, local attorney. The views and opinions expressed therein are not necessarily shared by this paper but are published for their interest. Last Thursday I attended the meeting held in the Cyprus nudi: torium in relation to the sewer problem. The public spirited attitude of the committee and public officials present can indeed be commended, a splendid project with an even more commendable backing of civic conscious men. May they meet with success. In analysing the problem presented at the meeting there seemed to be two problems to pass upon, first, do the people of Magif na want a sewer? Secondly, they do, shall it be financed by Incorporating the town of Magna into a city and float a municipal stock company bond; or shall ScTdhatdhe people of Magna may gain a clear picture of the whole problem, 1 am setting down the analysis of the problem that came to my mind while at the meeting, and in my subsequent consideration of the problem. As to the first problem of whether or not there should be I believe the attia sewer. tude of those at the meeting fairly expresses the view of the Magna people when they voted pracin favor of a sewer tically 100 There apparently is absolutely no disadvantages to installing a sewer system in Magna except one of finances or expenses. When this is compared with the advantages to health and improvement in property it hardly seems worthy of consideration. However this point should be made in re- in Magna. Let me, however, brief- ly set down what I see as the ad vantages. ajid disadvantages, of Jhe. sewl.r. ADVANTAGES: The sewer if placed now when the government help is available will cost the people of Magna about twenty cents on the dollar actual cost. A sewer will at least double the value of all modern homes in Magna, and greatly enhance the value of all other property. The cost here is the initial cost only, as once connected with the sewer thcie is no requirement of digging a new cesspool or septic tank every so often. lation thereto: Once the sewer is installed, whether you agreed to it or not, or whether you contributed to its installation or not, the board of health as a police health meas ure can compel you to connect. The next problem is whether 'it shall be paid for by voluntary stock company plan or by incor-- j porating as a city. The first plan briefly is that each property own-e- r pay cash now for his portion of the sewer, that is, it is esti-- 1 mated, that he pay sixty cents per front footage of his property. In other words if you have a fifty foot lot, your share would be thirty dollars. The catch is that these figures are based on the assumption that each person would voluntarily contribute his proportionate share. There can be no compulsion, only persuasion to this plan. If this can bp done, it undoubtedly is the better plan. tt 14, 1939 assessment can be made against tribute cash o this project for all property on the basis of the add their share.
