General Fund Shows Utah Stales Finances In Better Condition Than Last Year In analyzing the States accounting system, the study observes that while the Utah accounting Higher than anticipated general fund receipts have brightened the State General Fund picture during the past twelve months, according to a current analysis of state finances just, prepared by Utah Foundation, the private governmental research organization. The' report etstlmates that the State General Fund will end (he biennium with present (1959-61- ) a $4 million balance. A year ago, following the 1959 legislative session, no ending balance was Indicated. Despite the improved general fund picture, the Foundation observes that the next Utah Legislature will be faced with the problem of meeting rising expenditure demands with shrinking fund balances to cushion the impact In order to balance the budgets for and 1959-6the 1957-5bienniums, the General Fund will have used approximately $10.6 million previously accumulated balances and surpluses. In its analysis of the Uniform system provides mechanical con- trol over state finances, it fails to furnish the data needed for formulating sound decisions involving public policy." As an example, the report notes that state receipts and disbursements often are inflated by items that bear little or no relationship to general governmental operations. The Foundation suggests that in order to secure improvements in the state accounting system, might make the Legislative Auditor a special advisor in matters of state accounting. According to the report, he could advise administrative authorities on charges which could make the financial information more useful to the Legislature. In addition,, he could suggest statutory revisions to the Legislature which would improve the accounting system. U-ta- h 1 . The date and place of the next meeting was discussed. Inasmuch as the Roajr School will be held in SL George, Utah, May 5th and 6th, it was suggested that the next meeting be'beld in St. George in Conjunction with the Road School, rather than have separate meeting in Iron County at a different date. , Chairman Rudger C. Atkin presided and conducted the 7:30 o'clock dinner meeting. The opening prayer and blessing on the food was offered by Grant Esplin. MacDonald reported that a number of road projects would start, or bids would be let during the Month of April, including the Puffer Lake Road, Hurricane to Short Creek Road, etc.. The state school property tax in 1959 wras 6.1 mills ($6.10 per $1,000 assessed valuation). Based on the best information available at this time, the Foundation predicts that the state school levy in 1960 again will be about" six mills. This compares wi'h only 1 miH in 1957 and 1958. When the school equalization program was first established in 1947, however, the state school levy was 8 5 mills in 1947 and 8.9 mills in 1948. Foundation analysts point out that it is difficult to obtain a and objective under complete standing of Utah state finances because of the multiplicity of state funds and limitations in the States accounting system. On March 1, 1960, there were 197 separate state funds for cash control purposes in Utah. Each of these funds is a separate fiscal and legal entity established to satisfy a specific constitutional, statuory, o r administrative requirement. The. report points out that an excessive number of funds, restricted in use, not only seriously impedes fiscal management, but also tends to defeat the judicious use of public money the very objective that fund restrictions are established to attain. According to the study, more than two thirds of total state disbursements in Utah are not subject to specific legislative appropriations. and Mrs. Gurnsey Robinson and family of Las Vegas, Nevada, were visitors at the Dee Porter, home Wednesday.
