The whole nation is presently concerned with examining our educational system and improving it. One of the most important factors in an educational system is the quality of its teachers. Yet our whole system has been set up to prevent the elimination of poor teachers, or the proper rewarding of good ones. In fact, the system has vehemently fought against any real evaluation of teaching quality. Many professional educators have resisted the idea of merit rating for teachers. Some of their arguments are understandable. They fear being discriminated against. As I have said, this line of argument is at least to some extent understandable. Neverthless, it cannot be accepted as an excuse for the system to which so many of our teachers cling a system that makes scholastic degrees and years of service the only requirements for automatic advancement. A system, too, that often has no provision for adequately rewarding the truly gifted teacher except to take him or her right out of the teaching profession and make of him a supervisor, for which position he may or may not be fitted. For more than three years now, Utah has been conducting a study of merit system rating for teacher performance. It is proceding, under the direction of the Legislative Council, in the Provo, Sevier and Jordan School Districts. A final report is to be made to the 1958 Legislature. Last week, I heard an interim report on the work being done n the Provo District. Dale Sorenson was in St. George on business Tuesday. I was very favorably iirmres-se- d by the report of the Provo group. The work done there fully confirms my belief that a good and equitable system .of merit rating can be worked out, and that it will benefit everyone concerned-including the teachers themselves. Without trying to go into technical detail, let me say that the system being evolved by the Provo research group is aimed at providing a dependable yardstick for judging a teacher. The approach is entirely objective, and the questions of personal prejudice and biased judgement are virtually eliminated. The aim is not only to locate the outstandingly good and the less good eacher but, more important, to identify their differences so that the poorer teacher will know how to remedy his or her defects and come up to standard. The final result should be in the best interests of everyone of the teachers who can go on the sure knowledge that merit and hard work will be recognized and rewarded of the public, who will be getting considerably more for its educational dollar; and, most of all, of the children, who will be getting better instruction and a better chance to make the most pf their lifes opportunities. n or I SOUTH IN 41 HOURS!
