The combustible refuse will be refined into a product that we call RDF or refuse derived fuel, said We plan to sell this to Berry customers in the Ogden area for use ar an industrial fuel to create steam to wive generators, etc. The county will receive 50 per cent of the revenue derived from the sale of the recovered waste, according to Dr. Ralph Cotrell, Chairman of the Weber County Solid Waste Advisory Boards. The county was looking for a way to make the solid waste disposal program a revenue producing operation and this was the best proposal we received, Cottrell said. Clear Air corp., a competitor of Teledyne, has made various attempts to block the proposed Teledyne contract, according to Cottrell. Its just a case of sour grapes, commented Dr. Cottrell. Eight months ago the Solid Waste Board called for proposals from several solid waste disposal companies and we choose Teledynes proposal because it appeared to be the best one for the county. Clear Air has been trying to slow us down ever since. We dont feel that it is constitutionally legal for the county to go into private business with any individuals and also, the county could be liable for upwards of $20 million if the project fails, said Dave Kunz," attorney for the Clear Air firm. Its not just the firm that opposes the contract, we are taxpayers too and we just dont want to bear the brunt of an incredible liability if the Teledyne project fails. The Clear Air Firm has filed a suit against the WCSW Advisory Board and the County, which will be heard in the courts on Dec. 29, according to Dr. Cottrell. Robert L. Newey, the Weber County Attorney has asked the state attorney generals office to render an opinion on the legality of the contract in the face of Clear Airs charges. The county commission approved the contract with the provision that the Utah State Attorney General also approves it. In separate actions, the commission approved a $55,735 bid from the Garrett Construction Co. to build a fire protective enclosure around the stairs in the county municipal building and the closing of a section of county road. This will enclose the Stairs from top to bottom on all the floors, said Sterling Lyons, architect for the county. We should also upgrade our fire alarm system from a class B system to a class A system, Lyons said. This will cost about $1,500 but that is not a firm price.
