Show Page 5 FRESH Report Outlines National and Local Funding Events Chairman of the Ad Hoc Coalition, outlined recent national and local events affecting funding for human resource programs in a report to Coalition members. The Federal outlook would more cooperative attitude due to law suits relating to impoundment of funds and a pressure from Congressional and other sources, the report states. In a recent major policy reversal, most of the education funds for area have Federally impacted been released. Previously, these funds had been impounded and about $6,000,000 is slated to be received by School Districts in' Utah. Impacted areas are those districts where persons work for the Federal government but live in the community. The report continues, stating that the proposed regulations which would have forced a severe cutback in state social service programs have been greatly modified. While the new regulations still pose some problems, especially in serving potential welfare recipients, they are not nearly as severe as the proposed regulations. Biggs said that Congressional leaders were able to work out a compromise with the Administration on a Bill for the elderly. Further Federal action includes the withdrawal directives ordering the of phase-ou- t of all Community Action Programs (CAP). However, the future of Federal funding for CAP agencies is still unclear since is dependent upon a Congressional ' appropriation. The House Appropriation Committee should be considering an OEO-CAappropriation within the next month. While the President could veto whatever Congress approves, the apparently more conciliatory attitude of the Administration recently in regard to human P service programs offers greater hope, Biggs said. The housing situation has not changed on the Federal level despite reported national appeal. HUD Secretary James Lynn last week refused to lift the Administration's 18-mont- h moratorium on the construction of Federally-subsidizehousing. Lynn told the Senate Housing Committee that the freeze will continue until Congress acts to reform the program. However, d Congress has been waiting to receive Lynn's reform Subcommittee Chairman John Sparkman (D-Ala- .j timetable will rule out Congressional action before next year. Sparkman, in a December 29 letter to the White House, had urged a continuation of the programs. Locally, Governor Calvin Rampton has publicly announced that he expects to call for a Special Session of the Legislature in August. He has, also, indicated that he expects housing will be one of the items on the agenda along with health, mental health and social services. No. 4, telephone 328-702- The Young Adult Department of the Salt Lake City Public Library will sponsor a STORYTELLER'S WORKSHOP for Junior High school students on Wednesday afternoons, July 11 through August 15. The workshop will be held in the Story Hour Room of the Main Library, 209 East Fifth South, from 2:00 until 4:00 in the afternoon. The workshop is designed to teach the participants the fundamentals of storytelling through films, books and records, and through the opportunity to hear guest storytellers and puppeteers. In the workshop six sessions, participants will learn to select stories, tell picture book stories, folktales and fairy tales, learn to use expression in storytelling, and learn how to select and read poetry to children. In addition, the participants will learn howto play story games with children and how to use such story aids as flannel boards and puppets. Storytelling, one of man's oldest art forms, is not only interesting but great fun as well. Advance registration is necessary for this free program.
