IF DIRECTORS WERE SMART, CITIZENS COULD BE THEIR GREATEST RESOURCE. CITIZENS HAVE BEEN SO MANY TIMES; YOU JUST CANT LET THEM TAKE YOU TO THE TOP OF THE MOUNTAIN AGAIN AND JUST PUSH YOU OFF. FOOLED RESOURCES MUST BE MADE AVAILABLE TO CONTINUE THE MODEL CITIES PROGRAMS. THE WHITE HOUSE MUST BE MADE TO UNDERSTAND INVOLVE THAT CITIES PEOPLE AND THEY JUST CANT WRITE PEOPLE OFF. second place, the mission of Model Cities was not, in the original legislation, intended to solve all problems of cities but rather, to point the way for cities involved in the program to show what could be developed from all we had learned. IN OTHER WORDS, MODEL CITIES IS A DEMONSTRATION Although the program has not been 100 successful, you can take pride in the fact that, YOU, as citizens have taken a part planning programs which have an impact that will be lasting, which will change forever the way in which services are delivered, and most important, CITIZENS OF BECOME INVOLVED IN THE PROCESS OF HELPING LOCAL GOVERNMENT DISCHARGE ITS RESPONSIBILITES. The biggest failure of the Model Cities Program is that HUD supplemental funds were to be augmented from a vast array of resources which would be made available by the federal and state governments. THE TRUTH IS, THE SCARCITY OF MATCHING FUNDS HAS SEVERELY brochures were available inside information about the cities and their projects and AROUNDTHECOUNTRY. The message of what has been done was accomplished by displays set up by the various Model Cites. Literature and it has not transformed cities, overnight, into meccas. As citizens, we should stress that in the first place it isn't possible for Model Cities, or any other program, to solve all the problems of communities.
