People's Freeway Board of Trustees approved the contract between Model Cities and the People's Freeway, Inc., at a special meeting of the Board on October 12. The final signing of the contract by the Joint Board of Commissioners was completed on October 1 1 . Ruth Ross, President of the People's Freeway Board signed for the People's Freeway. The contract provides for seven volunteer block leaders, still be negotiable and would not be "concrete."
