Could Model Cities make up a sheet of frequently used initials and acronyms to be given new citizen participants? I'm new to your particular "code" myself, and sat next to someone else who was new and who confided in me that she didn't want to ask all the time, but really didn't know what was being talked about, either. It may seem too elementary to you, but have seen it used before, sometimes with orientation sessions. The members carried it with them and referred to it during meetings. What I'm thinking of is very elementary - simply intials and what I they stand for, not relationships, powers, etc. I've noticed the informative articles in the Model Neighborhood News and think they are helpful, but think this might help, too.
