Property not to exceed $3,000 in value owned by disabled persons wh( served in any war in the mill tary service of the United States or of the state of Utah and by the unmarried widows and minor orphans of such disabled persons or of persons who while serving in the military service of the United States or the state of Utah were killed in action or died as a result of such service may be exempted as the legislature may provide. The legislature shall provide by law for an annual tax sufficient, with other sources of revenue, to defray the estimated ordinary expenses of the state for each fiscal year. For the purpose of paying the state debt, if any there be, the legislature shall provide for levying a tax annually, sufficient to pay the annual interest and to pay the principal of such debt, within twenty years from the final passage of the law creating the debt. Section 3. The secretary of state is directed to submit this proposed amendment to the electors of the state of Utah at the next general election in the manner provided by law. Section 4. If adopted by the electors of this state, amendment shall take effect upon January 1, 1965. I, LAMONT F. The Societys statewide public service program Is concerned mainly with preschool vision screening and glaucomadetectlon. Last year the vision screening program carried out free examination of 10,500 Utah children under six years of age. Result detection of 62 victims of amblyopia or unequal vision. This problem Is virtually certain to cause-partiblindness In one eye by the time the child reaches the third grade. More than 60 percent of these youngsters had the eye corrected by Improblem mediate medical treatment arranged by their parents. Fnll cost of the screening program Is less than $10 for each eye finally saved one of Americas best bargains per dollar spent In preventative medicine. In 1963 only 10 percent of Utahs eligible children took part In a preschool vision screening program. There are 600 to 1,000 more amblyopia victims of preschool age who will lost the sight of one eye because no one will find out in time. Glaucoma Is another foe atthe vision of more tacking 2,500 Utah adults 35 years of age or older. To alert people to this disease, the Utah Society sponsored 15 glaucoma detection surveys during 1963.
