Parents need to assume a major role in educating children about sex at a younger age than might be suspected necessary, the Bedards told more than 100 parents assembled at a March 10 meeting of the West Point Elementary School PTA. Citing a study conducted by Utah State University researchers, entitled Comparisons of Who Have and Utah Teen-ager- s Have Not Been Sexually Active : Search for Discriminating Characteristics, Michael Bedard said that Utah has the third highest white teenage fer-- , A tility rate in the United States.
