Shields, the citizens committee set up in late July to study matters relating to the issue of the mayor and council that raised considerable controversy earlier this summer said it disbanded because it is the belief of the committee that the original intent for the establishment of the committee is not being salary-expens- met The change in responsibility as contained in a letter dated Aug 9 called for a recommendation as to when increases or decreases set by a city council in their monthly salaries or travel allowances should legally take effect THAT AUG. 9 letter from the mayor went on to say that, Your assignment does not include any on any money amounts for salaries or travel expenses or the workings of the city as far as management or accounting procedures or other matters. Committee Chairman Richard Allen said the group had met with City Treasurer Randall Heaps and wanted to meet with the city council only to inquire as to w hat responsibilities they have in the way or trav el and They keep the nations defense system in working repair. In Summary AFTER CAREFLL review and discussion, make recommendations (in writing) to the Layton City Council for their consideration. The council will review these recommendations and reject or direct the city attorney to draft an ordinance, the letter continued. It added that written recommendations should be completed and presented to the mayor on or before the Sept. 2 council meeting. FURTHER commenting on the reasons for committee disbandment Mr. Allen said in a telephone interview, We felt the original charter was changed after the meeting with the council. We took it (responsibilities) based on news media reports, minutes, the original letter (July 27). That included studying wages and expenses, he said the committee felt, although that was changed m the next letter to include only when wages should go into affect. We didnt feel there was any need to make a recommendation based on that assignment alone, he added AT NO time were we a hatchet committee or skeleton in the closet committee. We just wanted to get an idea of the operation. In no way did the committee want to put (any of that) into affect. It wasjust as a matter of citizen input Were talking about a $3 million business, he added, referring to the citys budget, noting he felt committo tee members were all involved such being issues, study in various business activities. SUNSET Norman Sant this citys Mayor, starts his long days verv early in the morning He is off to work at about 5.30 a m at Hill AFB, where he spends 101 or 1 1 hours a day as supervisor of the Modification Section, Production Management Branch Directorate of Materiel Management, on the F 16 aircraft. THEN HE goes to the Sunset Ci'y Office for a few hours before going home City council meetings and other government duties occupy large chunks of time, averaging about 20 to 22 hours a week. He is also heavily involved in various assignments for his church. Mayor Sant is chairman of the Council of Mayors for the state of Utah, a member of the board of directors for the Utan League of Cities and Towns, a board member for the North Davis Sewer District and also for the Utah Governments Trust He sen ed as chairman of the MX committee for the Wasatch Front Regional Council and represented the Davis Council of Governments on the Wasatch Front Regional Council for two years. HE CHUCKLED as he recalled his first service as a city councilman after being elected in 1975. I started out thinking could do something he said. Once I got involved, I found out the other fellow had I better than the other fellow, been doing a pretty good job HE WAS elected Mayor in 1977 and reelected m 1981. I had always been involved in youth and athletic programs on a personal basis, as an adviser or as a coach," he said. Getting on the city council was a good opportunity to become further involved. I ran the youth programs, and we did a good job with very little money and a lot of dedicated volunteers We had some wonderful times. ACCOMPLISHMENTS during his time as Mayor and with the cooperation of an excellent city council have included development of the sales tax base and broadening of the commercial base by bringing in new business organizations, such as Bobcos and Sunset Sporting Goods. Several small firms have also come in Mayor Sant noted that the work force for the city has been streamlined, with cuts in all departments, and the city now shares a computer system with Roy and North Ogden. He is enthusiastic about the results. WE HAVE our utility billing and our payroll on computer now, and we are putting everything else on it that we can, he said It makes a person a better manager, and he has the facility and the foresight to make better decisions. The citys park systems have been improved. lighting systems for night athletic programs have been installed and athletic programs for youth and adults have grown remarkably.
