The policy essentially stated that the district would deal primarily with the mayor of any municipality being considered for a new school, thus circumventing the planning commissions or other advisory boards. Ms. Kagie said this policy was done in collusion with school district employees and in part with a quickly passed resolution by the school board. She also said her decision to resign was due to a blatant public attempt to intimidate, embarrass and humiliate the planning commission. He said the district had estimated that remodeling the current Woods Cross Elementary to bring it into code compliance would have cost about $200,000 less than that, but added that once the old site is sold, the district will actually be saving money by building the new school.
