Members absent: Jim Cox, Joyce Scottorn, with Lenore Gardner recording minutes. Minutes of the meeting held Tuesday, November 17, 1981 were approved as mailed out on a motion by Lyman Finlinson, seconded by Lem and Lovell, carried unanimously. Dr. Clark Cox, being first on the agenda, turned the time to the engineers, represented by Steve Kramer, for the Hinckley, Deseret, Oasis Water District and he explained the information concerning the number of hookups and how the system was developed. It was pointed out that 230 hookups had been allowed, with Dr. Cox holding 25 and Lester Moody holding 25. If more hookups were allowed, the water district would find it necessary to acquire more water. Five connections per person had been allowed, to discourage much development. Mr. Kramer stated that the water district needed these 50 hookups allowed Dr. Cox and Mr. Moody to help pay for their system. Ally. Eliason asked what the objection was to Dr. Coxs plan being approved. Chairman Smith explained the proposal was not in compliance with the master plan and goals and policies which called for development to be in or adjacent to existing communities. It was suggested that the planning commission take another look at the master plan to see if this could be given approval. Mr. Eliason read from a letter indicating that this properly could be annexed into the water district. A motion by Lem Lovell, seconded by Lyman Finlinson to table this matter until further study can be made. Carried unanimously. Mr. Newell Knight, representing Mr. Reinert, asked about the zone change Mr. Reinert has applied for changing agriculture to highand way commercial, indicating they had met with Bruce District Hall, Sanitarian, concerning the water that he needed. Motion by Lem Lovell, that this property be recommended to the County Commissioners for a zone change (providing a motion had not been approved last meeting). Chairman Smith pointed out that the new zoning ordinance and land use map, if approved by the County Commissioners, would effect this change, including the Lowder property also. Mr. Bryce Singlcy was in attendance to propose a storage unit adjacent to the IPP plant site, along with a gas station and grocery store. He requested a zone change to allow this type of development. Atty. Eliason said it should be conditional use permit. Chairman Smith stressed that it was the policy of the planning commission to discourage any development that far out. A motion by Lyman Finlinson, to consider this proposal and render a decision in two weeks, seconded by Lem Lovell and carried. Mr. Stewart Taylor was present to request a waiver on providing curb and gutter in his approved development, at least, at the present time. A motion by Lyman Finlinson, seconded by Lem Lovell, to waive the curb and gutter for now and have Jim Cox review this with Mr. Taylor, along with the road plan. Motion carried. A letter to the County Commissioners will be sent recommending this waiver for the present time. Planner Steve Young mentioned that he questions what might happen should this area desire to be annexed and failed to meet Delta City requirements on curb and -- gutter. .also he felt these improvements were necessary to alleviate the county having to provide the same improvements later. M. A. Lyman failed to appear. Mr. Merv Williams proposed a development of Topaz Ranchettes, with a conditional use. permit to allow RV trailers and a mobile home park on two parcels of land in the general vicinity of Topaz. He was instructed to contact the County Planners office for an application. Mr. Bill Ashby was not present in connection with his request for a conditional use permit to place a trailer at Sherwood Shores, however a large delegation was in attendance opposing this request. Spokesman Irene Grayson asked if the county did not have a mobile home ordinance in effect and stated that Sherwood Shores is an approved subdivision mobile homes, but this particular trailer was a travel trailer. Ally. Eliason indicated that if someone allowing would give him a written complaint, he would enforce the ordinance. The matter of Bowcutts was discussed but no decision was reached It was recommended that Leon Smith and Steve Young determine what the ordinance should be. A discussion centered around the possibility of Delta City annexing the IPP 288 acres, and IPPs stand indicating they do not have to pay building fees - or secure building permits. It was suggested that the planning commission write a letter to Delta City or request a meeting to state the position of the planning commission in connection with this matter. Meeting adjourned at 9:45 p.m. on a motion by Lyman Finlinson seconded by Lenore Gardner and carried.
