MORE SOIL TESTING NEEDED !n 1975 Utah bad 3,794 sod samPes tested in d ment and commercial labs, That is about one sample for every 304 acres of principal crops harvested in the state, according to figures from a U.S. Department of Agriculture Extension Service soil sample survey taken last fall. Home garden, lawn and research samples are included in these figures, and make up about 30 percent of the total number of samples. They say the national and state figures point up the need for more soil testing. Keith Chapman, Millard County extension agent, says three years in this area is generally often enough for routine soil tests from most fields. Representative samples should be taken from each field and special samples should be taken from problem areas or where the soil type is considerable different than the rest of the farm. The extension agent suggests that interested contact Eersons the county extension office for more details on soil sampling and for information sheets and containers for soil samples. govern-offroa- Dear Editor: A few weeks ago it was announced that a new Area Mental Health Ginic for the counties of Piute, Wayne, Sevier, and Sanpete, had been approved by the Federal Government. Of the $603,000 for the first year of operation, $222,400 will come from state funds allocated by the state legis- lature. In the future, the federal share will decrease as the state share increases. In a very short time with this financial arrangement, Utah taxpayers will be paying over $1 million for this program. At the time of application for funds there were less than 100 patients involved in the program, putting the cost at over $6,000 person per receiving mental health help. Program employees state that with professional help to be available in this area, patients will get help locally rather than travel to Provo. $6,000 will pay for a lot of trips to Provo. The application for funds 'for the clinic lists 28 employees for the first year of operation, with the Clinical Director to receive a salary of $38,184. This ratio of staff to patients would be My opposition to the program docs not include politicians or personnel involved in the program, but rather whether this is a legitimate function of the federal and state governments, and how well pay for the program. Taxes for state and local governments have doubled in Utah during the past eight million years. The $193 Social Services budget is up in one year. Mr. Howard said that under the proposed regualations revisions, all public domain, with the exception of existing primitive and natural areas, are undesignated with regard, to ORV use until they have been evaluated and designated in accordance with procedures and criteria specified in executive order No. 11644 of Feb. 8, 1972, concerning management of ORVs on public domain.
