The aim of the provision was Utahs option to select or exchange lands, In and out of the Recreation Area, for development of economic benefit to the state and counties. Up front in the fight against this, and other, provisions of the bill that might let Utahns In on the profits from Powell was Morris K. Udall, the Arizona Congressman who apparently likes controversy, as long as It is outside his district. A sometime stalwart of environmental protection, Udall seems bent on doing our deciding for us. It Is the kind of nelghborliness we can do without.
