Chapters and branches maintain those services for which there is a particular need in their own communities, but do not duplicate the work of other existing agencies. Thus, public health nursing and relief to needy families are most frequently carried on by chapters or branches in rural areas, wnere no other visiting nurse progam is maintained and where family welfare agencies such as are to be found in most cities do not exist. The Red Cross courses of instruction in first aid, life saving, and in home care of the sick are maintained in rural and urban areas alike, as these programs do not duplicate the work of other agencies anywhere.
