This increase in garbage fees was approved unanimously Thursday evening by the Layton City Council. The old fee was $4.35 per month. 1987, There are several reasons given for the rate increase. First, the city has a deficit of approximately $9,300 per month in the refuse collection account. All utility enterprise funds such as water, sewer and garbage collection should pay their own way if the city city-operat- is being managed effectively. The operation expenses should reflect administrative costs as well as the costs for collection and disposal. There were other reasons given for increasing the collection rates. The city has faced increased disposal costs amounting to 81 percent in recent months. This came largely last July when the Davis County Solid Waste Management and Energy Recovery Special Service District began charging $15 per ton for refuse disposal. Another problem in the amount charged to the customer occurred when the NARD Board estimated the average amount of garbage discarded per residence was one ton per year. The actual amount is 'A tons per year. This is the first time Layton City has added administrative costs such as postage, printing, telephone and personnel to the garbage bill. This amount has been estimated at 26 cents per customer. Other cities that charge administrative costs to the consumer vary in the amount from a high of 60 cents to a low of 31 cents. Under the new $5.50 per month rate both residential and commercial customers will be charged the same. The new landfill policy does one for renot offer two rates sidential and one for commercial.
