next year through the erection of the 1 joint 0 city and county building I 1 have thought ought h I 1 it t would be well to make a statement to the court showing the increase inc and decrease in the various ampro appropriations ria milde made from the county ga general flu fund n d during 1891 compared with 1890 let lat there is ia on hand to the credit of the general county fund more then than at the beginning of 1891 increase De decrease orame roads accounts W inquest account 2 6 25 sewer account 35 abstracting account 11 90 10 jail account 1192 in W so pauper and insane ac count criminal account 1260 49 relief account 89 95 compensation account 63 53 totals IS 18 77 this shown a total increase of ai 41 over tho the appropriation of 1890 an analysis of the appropriations will show where the court coun may mav expect a decrease or increase during 1892 there were appropriations in 1891 to road amount account to the amount of 23 which were to meet bills incurred in 1890 there are now paid or on file in this office claims tor for work done in 1891 amounting to 38 this would leave a balance in favor of appropriations to this account in 1892 of i if no more work is done on roads than has been done during the year just closed the appropriations appropriation for in quests will not vilry 9 greatly batly T there will be no appropriation to sewer account as that work is finished thus effecting a saving of 35 the chief expense in the jail account was rendered necessary by connecting the same with the main sewer if there are only the usual expenses for repairs the appropriation to this account ought not to exceed a decrease of 80 in ID the pauper and rosane account we th e expense cannot be estimated as the cost of relieving the needy depends upon so many contingencies which cannot be foreseen but certainly no great increase need be apprehended if times remain fairly fail ly good criminal expense cannot increase much under the present law though the appropriation for stationery ti books and supplies for offices must grow with the population and eon consequent increase of of business I 1 do not apprehend that there will be any material increase in 1892 there was considerable extra expense incurred in providing the assessors and collectors offices last year which will not be necessary this year expense account it cast cost the county to provide the assessor and co collector with the abstract maps required by law and to make them ready for the assessment ses and collection of 1892 they probably can be brought up to january 1 1893 for 1200 thus making a saving of in the matter an appropriation of 1500 was made to the irrigation congress and is in the nature of an extraordinary tra ordinary expense I 1 estimate there will be a decrease of in the expense eapen e for office furniture so that the expense eapen e account will probably show a decrease of the appropriations to the courthouse and land account will depend upon the progress ot of the city and chanty building if the county proceeds with the proposed agro addi ion to the infirmary there ere will be an increased expense here it is now impossible to estimate how much of the countes coun tys revenue will be absorbed by sales to the probate judge account delinquent taxes but the increase amounting to 91 in 1891 was so great jut probably the amount in in 1892 will that ot of 1891 prison A thia like the pauper account cannot t DO estimated mated but bui probably will Inc increase tease with the population f 41 relief amount account does not vary much from year to year year compensation account there was so an increase of in 1891 in this account ot of this amount was made necessary by the law of 1890 providing for taking the census and collecting sta ta atiat ti stica c it cost tha amount to do this work there was an increase of in the salary of the asse assessor and 04 0 in ia that of the collector there was an increase of salary to the sheriff of and the increase will amount to 1200 during 1892 the salary of the fish and game commissioner was In increased cread 50 the appropriation to the surveyor for 1891 shows an inc raae of over 1890 the salary of other officers has ha remained the saule same the pay of officers officer no salaried varies with the number of days service rendered therefore unless the Legisla legislature repeals or modifies the law requiring statistics to be collected and the census to be taken no great change will be looked for in this account thenia the work on roads necessitate no outlay greater than that of 1891 there wl will 11 be a decrease about as follows roads ast as sewer sim 35 jail 8 expense 00 total Wf iW 00 thus the court may expect about from these sources as compared with 1891 to be applied to the extra extraordinary expenses which will arise through build built in ina respectfully 0 E ALLEN clerk SALT LAKE CITY utah jan 11 1892 |
