Swinyard 2 Utah brofhers honored for alcoholism work Two Utah brothers whose work on alcoholism spans more than 25 years have been honored with the 1977 award and medal of the American Medical Society on Alcoholism. Drs. Chester A. and Ewart A. Swinyard were given the annual award for their contributions to the advancement of knowledge on alcholism. This years award is the first to be presented jointly to two men, and also the first time a nonphysician has been honored by the society ct more than 1,000 physicians. Dr. Ewart Swinyard, professor of pharmacology and former dean of the College of Pharmacy at the University of Utah, is a basic scientist who has studied the response of the brain to alcohol and other drugs that depress the central nervous system. Dr. Chester Swinyard, a visiting professor emeritus of surgery at Stanford University Medical Center, was founder of the University of Utah Rehabilitation Center and organized and directed an alcoholism clinic. The brothers have been active in alcoholism education during the past 25 years through the U. of U. School on Alcoholism and Other Drug Dependencies. Dr. Chester Swinyard was a founding member of the drug dependency school and served on its faculty for 20 years. His brother has served on the schools faculty since its inception in 1952 and has been director for the past 15 years. Dr. Chester Swinyard was a member of the Utah State Board on Alcoholism from 1951 to 1958. He left his post to become a professor of rehabilitation medicine at the New York University College of Medicine. Over the next 17 years he became a recognized international authority on birth defects and care of handicapped children. He resigned in 1975 to take his present position at Stanford. Dr. Ewart Swinyard succeeded his brother on the Utah State Board of Alcoholism in 1958 and has been a member for 19 years, two of those as chairman. Book shop attorney John OConnell wanted the cases tried in Salt Lake County instead of Weber County because he said it would be impossible to get an impartial jury in Ogden. But Wahlquist denied the motions, saying it might be difficult to seat an impartial jury in Ogden but not impossible. The court is scheduled to hear three pornography cases May 16 and other cases are scheduled later in the month. Robert Wallace of the Utah Attorney Generals Office testified there was pressure on local Ogden prosecutors from groups, but under cross examination by prosecutor Robert Newey, he said that similar pressure exists in Salt Lake County as well. OConnell said he wanted the trials held in Salt Lake County, not because it is more liberal than Weber County, but because it has a larger population to help insulate the jury from community pressure. The record budget of $162.1 million for the 1977-7school year, up from the present budget of $150.6 million, and the increases in student housing will be presented for approval to the State Board of Regents May 4 in Logan. All sources of university revenues are included in the budget, Dr. David P. Gardner, U. of U. president, said. The state appropriation of $55.4 million accounts for 34.2 percent of the total, with auxiliaries such as patient fees from the University Medical Center, operations of the University Bookstore, student housing and Special Events Center up to $56,126 or a 7.2 percent increase.
