Show Favor Moratorium - Residents Object To Duplex Requests WEST VALLEY. A pair of proposed duplex developments ran into neighbors Thursday before the City Planning Commission. Residents submitted petitions and raised verbal objections to requests for a nine duplex development at 2648 W. 3500 South and the same number of units at 3950 So. 3200 West. Planners postponed decisions on both matters, pointing out a hearing was pending in two weeks on a moratorium on multiple unit construction and that a new city planning director, Joseph Moore, would be starting cussen, matters support for the moratorium proposed by the Hunter Council.
