Burton said. streets, "People want to hear issues discussed by the candidates, and not mere campaign rhetoric on the personality of the opponent. The Utah Representative, who announced his candidacy for the United States Senate Thursday, Is here at home making several Lincoln Day speeches during the Congressional recess. "A major concern here in Utah, and throughout the is the problem of country, pollution. My membership on the Interior Committee during the seven years I have been in the U.S. House of Representatives has given me a thorough understanding of the nature and extent of the and of ways of problem combatting it. I am greatly encouraged by the Importance President Nixon Is placing on environmental programs, and I Intend to continue working in Congress to see tha measures to Improve the quality of our environment are passed and instituted. "Another Issue everyone is concerned about is our presI share ence In Vietnam. their concern, i want peace in Vietnam, but that peace must be a lasting one. A gradual wlthdrawl, such as the one President Nixon is NOT an imadvancing mediate pullout which would endanger the lives of our American boys - - Is what I support. Burton , a member of the Select Committee on House Small Business, commented that he appreciated the concern of those he met over the high cost of living. "It Is time for a return to fiscal responsibility, so that prices will not continue to rise and those on fixed incomes will not continue to suffer from inflationary trends. Issues , (R-Ut- Have New Rulings Home buyers will find some relief in obtaining mortgage loans in the near future with the new ruling by the U.S. Treasury on Treasury Bills, which will tned to keep money at Utahs insured savings and loan associations. This is the prediction of several association managers, members of the Utah Savings and Loan League. League members provide approximately 50 per cent of the financing for new homes in the staz. The ruling on Treasury Bills prohibits the Issuance of them in less than $10,000 denominations. This will in effect hold deposits of small investors in savings and loan associations and commercial banks. E. Eugene Clissold, president of State Savings and Loan Association, said: "With money coming back into the associations after the Treasury Bills mature, in four to six months, more money will be available for mortgages. He added, "This will create more home building. We have plenty of loan applications but no money to lend. I only wish the miniumum investment on Treasury Bills was higher. "Recent increases in rates that savings and loan associations can pay will also be a factor in bringing money back into the insured associatons, said Scharf S. Sumner, president of Western Savings and Loan Company. "However, it is too early to predict just how much money the new rates will draw. Robert E. Doidge, president of Pioneer Savings and Loan Association, reported that his association has not yet turned any home buyers away, "but money is getting very tight and we are pleased with the new limits on Treasury Bills. Mr. Doidge also said te minimum investment should have been higher than $10,000. "With more money to lend on new homes, Utahs home building industry should prosper, said Gerald R. Christensen, League president. In 1969, despite tight money, home building showed an 8.6 per cent increase over 1968s in number of new dwelling units and a 6.8 per cent Increase in total valuation, according t the Bureau of Economic Research, University of Utah.
