The three day meet will include a series of debates on issues, training sessions for party leaders and a general orientation on the need for Western party unity in bringing the West back into the Democratic column. In addition to the presidential slate, the states will have contests in all 69 Congressional seats, 8 Senatorial seats and 5 State House races for Governors. At preesnt, Democrats hold 41 of the 69 Congressional seats in these states; 17 of the 26 serve as Senators, and 7 of the 13 serve as Governors. . ; I civil liberties; foreign trade, and small business. The importance of the West in National elections has been increasing each year and in 1960 these 13 states controlled 83 votes in the Electoral College. Population shifts and development of natural resources have made the West an important factor in legislation as well.
