PHILLIE PROBLEM , The National League, however, ffecame wrapped up in the financial plight of the Philadelphia Phil& President Ford Frick said the league board of directors were working on three plans to solve the Phils money problems, but added that he doubted a solution would be found duiting the Chicago meetings. Frick also disclosed that a 'ourth plan, one in which "Bill' Terry could fit into the picture," was abandoned yesterday.
