It was proposed that half of the parking revenue would go to a special ASWC fund and the remaining half would go to the colleges general budget, to be used, in theory, for parking lot maintenance. The regulations and decal policy were approved by the college administration and went into effect during the 1983-8- 4 academic year. Theres something very comforting about the idea of a written law governing the people and fees being assessed only to those who use facilities. It just sounds like the American thing to do. She said this gives editors the upper hand with the funds and more freedom with the money. Dearing said that the legislative assembly rarely allocated enough funds because they didnt understand the needs of each group. She states that the board of governance is made up primarily of students on the publication staffs. Mike Moser, editor of the Forum, states that it will giye each organization more responsibility to watch where their portion of the budget goes. Nearly 40 percent of ASWCs budget goes to the publications. This money comes from the acivity fees that students pay with tuition, according to Ownbey. A problem that might occur with the new system is getting set-u- p with accounting procedures, according to Moser. However, he feels that it will be resolved and that the new procedure will help eliminate budget overruns. The legislative assembly approved $20,000 this year for all the publications. This wasnt as much as was expected, said Ownbey. Ownbey states that the Etosian had to be cut by $400, thus reducing the number of pages in the book. Steve Morgan, vice president and treasurer of Westminster stated that the remodelling and updating of the terminal rooms was a priority part of the budget, but that it was greatly enhanced by a $10,000 donation from the Westminster Womens Board, along with the Dumke Foundations gift of three Kaypro computers. Dick Miller, maintenance foreman for Westminster and his crew are responsible for the oak and slate terminal desks along with the new oak double doors. Students contributed their time to paint the rooms. |
