Show . The Salina Public Meeting Set On Handicapped Citizens of Sevier, Piute, Wayne, Juab Sanpete, and Mi- llard Counties who are concerned about the needs of handicapped persons are invited to testify at a public hearing being held Wednesday, December 5, in Richfield. The hearing will be conducted at 7:30 p.m. in the small auditorium of Richfield High School, 510 West 1st So., by the Utah Advisory Council for Handicapped & Developmental Disabled Children, according to Dr. Leon R. McCarrey, council chairman and associate commissioner of higher education. The Council is taking this means of reaching the public in its assigned role, under federal and state laws, to advise the Governor and the Legislature and to plan for the handicapped, Dr. Mc- Carrey declared. Health workers, social services providers, school personnel, professionals, parents, and handicapped persons themselves are urged to attend and voice their concerns about present services. This is the seventh public hearing held by the Council this fall. Earlier hearings have disclosed the need for revisions in the school finance formula as it affects special education and have pointed up the lack of early identification, diagnosis and prescriptive programs for preschool handicapped children. "We are willing to hear from anyone on any matter which relates to the handicapped, Chairman McCarrey declared. We are particularly interested in hearing from the grassroots citizen himself. The pheasant hunt finally ending, last week, brought with it a funny, little story from the Venoy Curtis residence in Aurora. You see, early one morning, during the hunt, Venoy hoisted his mighty shotgun to his shoulder and decided that he would tromp up through the fields behind his house to see if he could flush out a flighty pheasant. Well, after walking clear up to the Windy Canal, without much luck, he decided that the pheasants had fled from that particular field and so he prepared to about-fac- e and head for home. Just as he did. a big fat pheasant came screaming out of the bushes, but Venoy responded and was ready for him. He shouldered his shotgun, aimed and fired . . . Down came the falling pheasant!' Oh, goodie, goodie, Venoy thought, Tve got me a bird! He had indeed! And picking it up by the head, he started back down through the field. As he walked toward home, thoughts of roast pheasant filled his head . . . maybe a a bit of little dressing cranberry jelly . . . and a hot roll with melted butter! Yes, by the time he got to the fence line, he had his dinner all planned. That's when the terrible tragedy occurred!! You see, in order to cross the fence, Venoy had to lay the lifeless bird down on the ground and after reaching the other side, he grabbed through the fence for it. Well, it seems that the lifeless bird was in reality just a fainted fowl, for as he grabbed for its head, it jumped up, gave a squawk, and flew off, much to the dismay of astonished Venoy. Now, I figured out just what happened on that fateful day, and although it is sad, but true, you see, Venoy, it appears that your birdie wasnt dead, just stunned by a BB bump on the head. NIGHT HUNT REQUIREMENTS OUTLINED New rules and regulations for night hunting adopted by the Wildlife Board have become effective this month. Only coyotes, bobcats, foxes, skunks and jackrabbits may be taken by persons using artificial light. No other form of terrestrial and avian wildlife may be taken. Hunters must possess a special certificate of registration for night hunting available only at Division of Wildlife Resources offices at no charge. The certificates will be used on a statewide basis, but are valid only when used in conjunction with a written permit Issued by the sheriff of the county in which the hunting Individuals between the ages of 12 and 16 may hunt at night provided they have a certificate and are accompanied by an adult. No one under 12 may bunt. Hunting from or along roadways is prohibited. Also prohibited are shooting from a vehicle, from or across a roadway, and possession of a loaded firearm in a vehicle. It is illegal to hunt within one mile of an occupied dwelling, or within one half mile of corralled or flocked livestock. Sport hunting at night is not allowed August 1 through November 15. Violations of the outlined regulations will result in the revocation of night hunting privileges and will be prosecuted as a misdemeanor. Ralph Moon, manager of the Cedar City Social Security Office announced that the House of Representatives voted to Increase Social Security benefits for some 29 million Social Security beneficiaries. The House bill will now go to the Senate where it is expected that the measure will be approved. This program which will be effective January 1974 will provide monthly payments to the needy who are 65 years old or older, or are blind or disabled. Moon stated that applications are now being taken by the Ceder City Social Security Office for payments under the Supplementary I nc o m r Program, from those people who are potentially elibible and who are not now receiving assistance payments from the State Division of Family Services. Eligible persons presently receiving assistance from the State will be automatically converted to the new Federal Program in January and will not need to apply. The SSI program provides for monthly payments up to $130 for an eligible individual and $195 for an eligible couple, but these amounts may be offset by income and resources over an amount specified by law. Certain income and resources such asahome of reasonable value, an automobile and personal property do not, however, count toward the offset. Moon urged that anyone with low Income and resources who is 65 or older, or who is blind or 'disabled at any age should apply at once at the Social Security Office at 689 South 75 East in Cedar City so that payments can be timely made on January 2nd.
