Show Vocational-Technic- spective institutions. According to the Utah Foundation study, the educational level of adults in the United States has been rising materially during recent years. For example, the median number of years of schooling completed by men over 25 years of age rose from 10.4 in 1957 to 12.0 In 1967, During this same period, the proportion of college-traine- d men in the U.S. adult population increased by 35 while the proportion with eight or less years of schooling declined by 24. Education al Study Approved Dy Commission A comprehensive study of Voca- Education tional-Technical meetings for the states of Arizona, Colorado, New Mexico and Utah will be undertaken by the Four Corners Regional Commission, it was announced today by Mr. Orren Beaty, Jr., Federal Cochairman and Governor John A. Sterling was selected on the basis of the approach it proposed to use, the experience of the persons it will use in the study, and the price quoted. The cost will be $59,422.00. Divided into two phases, the study will develop a regional master plan for Vocational and Technical education for the four states, the plan is tobe delivered by March 1, 1969. The first phase, concentrating in part on needs in counties of the immediate four corners area, which Include the Navajo and Hopi reservations in Arizona; the counties of San Miguel, Dolores, Montezuma, La Plata, Hinsdale, Archuleta and San Juan in Colorado; San Juan, McKinley and Rio Arriba counties in New Mexico; and San Juan and Grand counties In Utah will be ready by December 1 of this year. Design of the study followed discussions with Vocational-Technic- al training leaders from the four states and federal agencies. The Commission anticipates that this study will provide the additional information needed to improve Vocational-Technic- al training sufficient to boost the regions economic activity by providing educational opportunities at a level that will retain and attract additional industry. The contractor will develop a master plan that will provide sufficient information to allow the states to make decisions on site selections, construction schedules, projections of funding requirements and the phasing of College Graduate Earns 59 ore Over an average lifetime, the typical male college graduate (4 or more years of college) in the United States will earn $201,391 or 59 more than the man who is only a high school graduate. This fact is brought out in a report on the value of education prepared by Utah Foundation, the private research organization, and is based on data gathered by the U.S. Bureau of the Census. According to the study, the average male with four or more years of high school, $246,525 for an individual with only eight years of elementary schooling and $188,659 for a person with fewer than eight years of schooling. For all education groups, the average earnings during a lifetime amounted to $320,698 which was an increase of over the past $111,686 or 53 enrollments. The Four Corners Regional Commission is a federal-sta- te partnership designed to spur economic growth for a region in Arizona, Colorado, New Mexico and Utah, designated as the Four Corners Economic Development Region. Planning is an important aspect of the work of the Commission, but the major emphasis is on action programs and projects that will help increase jobs and income in the region. ten years. The Foundation report emphasizes that the above lifetime earning figures are based on averages for men in selected age groups during 1966 and do not reflect earning increases since that that have -- occurr time or are likely to occur in the future. Foundation analysts point out that the U.S. Bureau of Census data sheds considerable light on the economic value of an education to the individual. They note, however, that there is an added question of what portion of the costs in providing such an education should be borne by the State and what portion by the individual? At the present time, tuition and other fees account for about 30 of education and general revenues of public institutions of higher education in Utah, with the balance coming from state appropriations and other revenue sources. The exact percentage, of course, varies widely among the respective institutions and between resident and nonresident students. Apply Phosphate In Fall Advises Sevier Co. Soil scientists at Utah State University call attention to the following timely facts regarding use of phosphate fertilizer. It does not need to be applied every year. Crops use it in relatively small amounts. Phosphate does not leach out of the soil with excess water. It is not lost into the air as a gas. Furthermore, under Utah soil conditions, phosphate remains in an available form for years. For these reasons it pays to apply enough phosphate to maintain a good supply in the soil and then wait several years before repeating the application. A profitable procedure specified by the soil scientists is to apply phosphate according to the crop rotation. That means applying ample phosphate to the crop with the highest need. Then, usually little or no phosphate will be required on the other The measure also strengthens federal support of rural community development.
