I (: v J- - Parents of Todd School students work on the bookshelves which house their childrens books. will Bookshelves go home W. Russel Todd School has been sending books home with students for years. Now, through the help of the Connections after school program at West Junior High, Head Start, and CELL-bratio- n Night planning, parents of students from W. Russel Todd School are taking home the bookshelves where they will store those books. The idea was presented to the W. Russel Todd School Community Council earlier this school year by Prevedel Start (Head Suzy Coordinator). The staff and community were excited at the prospect of building their own bookshelves and stocking them with new books. Since W. Russel Todd School holds a CELL-bratio- n night the third each of month, the activiThursday ty went very well with what was already scheduled. This is the second year that CELL-bratio- n Nights have been in the school. implemented The word CELL-bratio- n comes from the acronym CELL which stands for California Early Literacy Learning. Todd School staff adopted the CELL framework as their official model for language arts instruction three years ago. The staff at W. Russel Todd School calls it CELL-bratio- n because these nights are a celebration of literacy with fun and exciting activities that the parents and families can take back to their homes. The number of parents attending the CELL-bratio- n night was low at first but has steadily increased. This year 100 families attended one CELL bration night. The lowest number of families to attend CELL-bratio- n night has been about 50. The first grade level to take part in the bookshelf activity was the third grade. While their parents made bookshelves in the shop at West Junior High, assisted by Mr. Roy Roashel, the students were treated to story time and were later given a chance to choose some books to take home and put on the bookshelf that their parents made. Parents were seen sanding, glu- - 3uMing the shelves is a fun activity for parents of Todd ing, and cutting wood to make their bookshelves. Parents showed support for their students by working on the bookshelves. Reading is one of the most important things a person can learn to do and the community sent that message to their students at W. Russel Todd School by supporting CELL-bratio- n Nights and putting their time and effort A. Jody Petry Second in a series of articles about providing equal justice to all Americans Week Two - Judicial Review Irvthe early days of the Republic, the courts didnt have much power relative to the executive and the legislative branches of the government. The landmark case of Marbury v. Madison fundamentally changed the role of the court, and led the judiciary to become a meaningful check to government power. In a John Adams, 1800, Federalist, was president. He had been defeated in the 1 800 elections by Thomas Jefferson. But before he left office, Adams appointed a number of new judges and justices of the peace. Marbury was one of them, but although the document confirming his appointment was signed and sealed, it was not delivered before Adams term expired. Wien Jefferson took office, he refused to acknowledge Marburys appointment. the to Marbury appealed Court for a court order, Supreme demanding his appointment be delivered to him. Marbury said that the Federal Judiciary Act of 1789 gave the Supreme Court the power to issue such orders. In 1803, Chief Justice John Marshall wrote the Supreme Courts decision in Marbury v. Madison. He started by declaring that Marbury had a right to his appointment. But then, crucially, Marshall found that the Judiciary Act was in conflict with the Constitution. He declared that the section giving the Supreme Court the right to issue certain kinds of orders was unconstitutional. This meant that Marbury could not get an order from the Court to receive his appointment. The decision struck down a relatively inconsequential statute-t- he created a new Judiciary Act-a- nd and very powerful right for the court. The decision in Marbury v. Madison established the right of the Supreme Court to overrule acts of Congress because they are unconstitutional. This power is called judicial review. Judicial review means that courts act as a check on the powers of government. It means that government is subject to the Constitution, and that the courts can uphold citizens rights under the Constitution. Without die power of judicial review, courts would be limited to simply interpreting the laws on the books, even if those laws were student activities Why is it important for the courts to have the power of judicial review? Read your newspaper and look for articles about court decisions on the constitutionality of a piece of legislation. Are there articles about recent Supreme Court decisions striking down a law? Think about what it means that the courts can overrule acts of Congress or executive orders. Does judicial review mean that a court can overturn any law that it doesnt like? Do you think judicial review gives t associated with paying officials and activity management.
