Chester A. Arthur on January 16, 1883. It was this law which estab lished the principle that those persons privileged to serve the American people in government career poits should be selected on the basis of merit. It created the Civil Service Commission to "regulate and improve the Civil Service of the United States." When the act was signed it covered approximately 13,800 jobs. Today more than 2,000.000 Federal employees work under an equitable employment system made possible by this law. The theme of this year's observance is Know Your Government. Its purpose is to report to the American public on the Federal career service and the people in it. because public understanding and support is still the e of the merit system. , A S the officer.
