Have the property owner who is building the house pay all costs of services to his property. 2. Raise property taxes for all citizens of the city to cover these costs, or a part of them. 3. Increase light bills, water bills, and sewer fees so that everyone, including many who cannot afford to build a home themselves, will help defray the costs of those who can build. In other words, does Mr. Wilson want everyone in Nephi who is being served by these utilities to chip in so that new hookups will be cheaper? To illustrate: Before the new policy of the city council was implemented, six new houses were built on a new-sit- e block on the upper edges of Nephi City. The owners of these six new houses, which ranged to $140,000 in value, paid total hookup fees of $3,680, or $613.33 per home owner. The actual cost to Nephi City for these six homes were as follows: water lines, $7,490; sewer lines, $3,740; power lines, approximately $11,500 (these are actual figures available to all citizens at the Nephi City Offices). The fact is then that these six homeowners were assessed only 16 percent of the actual cost of hookup. The rest of us picked up the difference. At about this time a new council and mayor were elected. When the city books were audited, the city was indebted in the neighborhood of $200,000, partly because of cheap hookups.
