Jackson Jackson retires as Utah Public Safety head After serving for more than ten years as Utahs public safety commissioner, Raymond A. Jackson has announced his retirement effective December 31. Formerly Juab County Sheriff, Commissioner Jackson was appointed to his present position on May 1, 1966. Commissioner Jackson said his major accomplishments during the past ten years are the computerization of drivers records, the creation of a picture file of licensed drivers for law enforcement use, and the setting of a statewide communications network. Jackson explained that the picture file is only for law enforcement use, and has proved helpful in identifying fugitives and other criminals. A rapid response capability has been built into the drivers license files, into motor vehicle registration records, and into criminal history files that all Utah law enforcement officers can tap. Without such as these Jackson said, law enforcement couldnt function with the present crime rate. Jackson served as president of the . Utah Association of Counties in In 1974 he was president of the American Association of Motor Vehicle Administrators and in 1976 he received the distinguished service award from this organization. Last June he received the in other action at the council meeting: Paul Broadhead asked the city to open and maintain the road from 750 North to 800 North on Third West in order to enable him to qualify for a home loan. The matter was reffered to the City Attorney for clarification. If it is found that the city owns the property, Broadhead should write a letter stating that the City did own and would maintain the road in question. The council heard of a correction that needs to be made in a federal loan application. It also approved a resolution authorizing Mayor Eyre to sign all necessary papers for the grant for a pumping facility and for water supply maintenance. The council discussed the findings in a law case involving Nephi City and Rancho Trailers. The cost to Nephi City to settle the suit will be approximately 84,000. The council adopted a ruling that Nephi City will no longer sell and install water meters smaller than one inch. The council approved the appointe ment of Andrews Anderson as animal control officer. Anderson will replace William C. Stowell, who has resigned because of health reasons. The council heard a brief discussion on the need to update utility rules and full-tim- regulations, talked about the purchase of land for the construction of a new fire staiton, discussed a tax annuity benefit program for the city, and heard a report on the current status of the new automobile for the police department. 1962-63- National Highway Traffic Safety depar- tments public service award, one of only eight which have been given.
