In addition to the increases provided by the new pay plan, employees also may be eligible for an annual increment during the coming year which would bring the total increase for the average state employee above 10. These tacts were revealed in a study of Utah's state compensation program prepared by Utah Foundation, the private research organization. The study indicates that the new salary plan is designed to make state salaries in Utah comparable with those paid by private industry and other public agencies in the area. Under the new pay plan, adjustments will be made at the various pay grade levels and will vary from minor increases to as much as 11 in a few instances. Total cost of the salary increase package for next year is approximately $5.0 million. This includes $3. 9 million to implement the new state pay plan plus $1. 1 million to provide for annual increments. To finance the new salary program, the 1970 Utah Legislature authorized a special appropriation of $2. 8 million. This sum is in addition to the regular state agency appropriations which in most cases contain an amount for normal annual increments usually averaging about 5 per year. The Legislature prescribed that the new pay plan would be financed from the $2. 8 million special salary appropriation plus savings of approximately $1. 1 million realized by limiting annual merit increments fiscal year. during the 1970-7- 1 Foundation analysts note that one difficulty arose in implementing the new pay plan when the Legislature limited annual merit increments in 1970-7- 1 to "no more than 2 12 despite the fact that the new pay schedules call for annual increment steps of The Attorney General resolved the problem, however, by ruling that the 2 12 legislative limitation applies to the total funds to be used for annual merit increments rather than the amount of increase to be provided to any one individual. The state personnel office has announced that it will issue specific guidelines for administering annual increments at a 5. later date. Tbp Foundation study points out that although the state compensation plan covers the majority of state employees, there are certain state officials medical specialties, and other employees who are not included within its provisions. Most state officers and department heads, for example, have their salaries fixed by law. A section of the 1969 state officials salary act states that "no state employee in any commission, board, or department listed in this act shall receive a greater salary than the executive head of such commission, board, or the bid opening. Those securing plans and specifications and not entering a bid will be charged $15. 00 for printing costs. Additional plans and specifications can be secured for an additional $50. 00 per set, and upon returning complete plans and specifications, in good condition to the architect, a refund of $50. 00 per set will be made. Scrogum, who was killed in action in Vietnam last July, were accepted by his wife, Vicki, last Saturday.
