A New and Peculiar Course ment for Insanity. of Treat- We commend the following article from a New York paper to. the careful consideration of all persons who may take an interest and all human persons do in the unfortunate insane: and it is more especially requested that the managers of the Insane Asylum in this Territory, make a study, of the subject perhaps experiment, and if of value, the plan suggested. Since Goethe puzzled his readers with a theory of colors which no man of sci ence has indorsed, the effect of bright hues upon human beings, animals and plants has been studied to little profit. G ethe held that there were only two puie c loi3, blue and yellow. Blue is a background devoid of color or light, with the intermediate atmosphere illuminated. Yellow is lignt seen through a thickened medium. Red is not a true color at all, but partakes of blue and vellow, and all the other parts of the chromatic scale are derived from these two. He would have followed with the utmost eagerness tite experiments on which the pnce famous blueglass craze was based. He would have found a remarkable bridge between his studies on the colors and those on the growth of plants could he have lived to hear the reports of th behavior of plants under glasses of different tints. The volume on blue glass for invalids, written oy Gen. Pleasanton, would liave found an earnest reader in Goethe, and he would have been the last to join the round of laughter that went up at the tune that amiable mania was 'ii UsshLii. A violent patient is brought suddenly into a blue room and left to the effects of ;nat color on his nerves. One maniac was cured in an hour; another was at peace in his mind after passing a day iu a room all violet. 'I he red room is used for the commonest form oi dementia malancholy, usually accompanied by a refusal to take food. After three hours in the red room a patient afflicted in this way began to be cheerful, and asked for food. The importance of a few general facts like these in the treatment of the insane is obvious, for there can be no question that many cases oflunacy are curable if a diversion can be made before the malady becomes inveterate. Thus a large proportion of cases that begin gently, and even many that have a violent start, may be cured quickly through the eyes. For incurable cases the colored rooms ought to be of coiwtant benefit by making the attacts milder. The philosophy of the phenomenon is of course a matter for speculation. Open air with sunlight often exerts a quieting efiect on the insane; it may be that the coloied panes have some analogy therewith Or, it is suggested, the only factor is the surprise of the patient at a peculiar environment. If there is no more in it than that the result will be slender, compatcd with the effort made to effect the cure. But no one is likely to grudge a costly apparatus, even if it only serves to lighten for those unfortunates a little of that burden of despair which weighs them down. N. Although our space for reading matter is comparatively limited, we venture to draw upon it so far as to reprint an - article taken from the Editorial columns of the Omaha Herata , referring to the letter of Private Dalzell heretofore published in The Ensign. We desire by its insertion in our columns to emphasize the importance of the question involved. Is the G. A. R. a Dalzell says that is of the same belief and the whiter hereof has for some time been of the same opinion. From the first organization of that party, for party it surely is, we have believed that its inception boded no good to the peace and harmony of the people of the States, and hence have looked upon it with suspicion, regretfully. A civil war had been waged from 1861 to 1S65 but closed in the latter year, the weaker party surrendering and owning itself whipped, peace on paper was restored, on which occasion good faith, patriotism and that love of country whicl all American Citizens ought to feel, die tated the propriety of disbanding all the armies of the cobntry. The Army of the so calledConfederacy disbanded; the victorion army of the North also laid down its arms, and allshould have been peace; all camp fires should have been put out. There was no occasion for a new army to assume the role of The Grand Army of the Republic, and it should not have been organized. The unfortunate real war being over, peace restored and the late antagonistic forces having resumed their former citizenship, the maitial spirit of all ought to have been held in obeyance. Instead of keeping up that unnatural spirit, partaking as it did ol a political, rather than a national character, all parties should have united in an honest, patriotic purpose to blot out as far as might be possible, all feeling of antagonism between the late combatants. Instead of this, that class of citizens claiming to be exclusively, and the only "loyal people sought to keep alive the spirit'of hate which had animated them, by organizing the G. A. R. We do not charge this upon all the Republican members, but upon the leaders, who, until lately have been able to hoodwink the multitude, disguising for a purpose the real object of the organization. political organization? it is. The Herald reprinted yesterday an authen tic letter from" Private Dalzell, in which he set out, in definite terms, what this paper has contended that it was the soldier vote that elected Harrison and restored the republican party to power. There is no question about it. And it is now time to calmly consider what it means, what is in front of the people of this country. As the years go by the grow more and more consolidated in politics. The republican party laid the foundation for this cohesion by bidding for the solid support and vote of the soldiers. Its leading politician sfound themselves sup planted in the party councils and honors by these men of another trade whom they had merely called to their assistance, The republican party is today as thoroughly dominated by a class as were the slave states by another, and not wholly dissimilar class, before the war. During the late campaign it was regarded by the republican party as of more importance that a doubtful claim for a pension for one man had been vetoed than that a thousand living men were oppressed and suffering from political and industrial discrimination. That a president should rudely strike the hand of a robber from the public treasury was held and bruited abroad as a blow at every man who wore the blue. That a woman who received greater wages as a hospital nurse than she ever saw before or since, should be denied a life annuity at public expense was a direct stab &t every wife, mother, daughter, sister, cousin and aunt of every man whose name was on the roll of saviors of the country, and the man who withheld it was held up to execration as a villain. These are the issues upon which the republican party won the fight. Oceans of fat might have been fried in vain from bloated beneficiaries of protection. The sweet song of the temperance Salvationists would have chimed in vain. It was the of the American people that had suffered sacrilege at the hands of the democracy, and like all fanaticisms it wrought its revenge. The government is now turned over to the soldier. Yve shall see whether he is collectively statesmanlike and patriotic, or whether he is sordid and selfish and hungry. We will nate whether lie will guard the public funds or dive them. We shall firtd whether lie regards public office as a trust involving responsibility, fidelity and labor, or a pensionage for himself. We shall observe whetner he is ruled by patriotism or appetite. We shall learn, in short, if he knows how to govern the country broadly, skillfully and praotically, or whether he is some Pretender Charlie come into his own again. The soldier as a domment lactor is on trial, with the American People as jury and employer. Should he be found wanting he will be unhesitatingly expelled from the seat of power. Should he govern well and wisely his son may inherit after him. Butin all history, the soldier has seldom governed at all. He has mereiv dominated. The day of pure and simple domination is past. The ruler must govern, and govern properly, or he must surrender the reins of power.
