Upon the receipt of the reports fipm American agents in Chile to the effect that the situation at Valparaiso Is unsatisfactory, owing to the recent socialist disturbances there, the state department has requested the navy department to dispatch a ship to that point in order that American interests may be fully protected in the event of an emergency. The navy department at first thought of sending the entire Pacific squadron from San Francisco, but as Rear Admiral Glass has just brought his shins to California waters for repaiis, it was decided to order Rear Admiral Sumner, commanding the North to proced at one with his squadron, now at Montevideo, through the stialts to Valparaiso. Cable orders to this eflect were. sent to Admiral Sumner TuesJay. It Is regarded as practically cer tain that there will be a special session of the Kansas legislature in two weeks to relieve some of the suffering caused by the flood of last week. Kansas City Is especially interested in the session, because there were thirteen Kansas river bridges washed out lu that city. Eight bridges were washed out in Shawnee county, besides tlie street railway bridges. The governor is said to be opposed to calling a special session for the purpose of making a general flood relief appropriation for the reason that such action would effectually prevent further f'lmtrlbuUons toward the relief of the sufferers. William Hardee, a condemned murderer, awaiting execution, killed Charles Williams, his death wath, with a 30.30 Winchester rifle which he secured in the jail kitchen. He and three other prisoners in the jail then hxk the keys and esiapeJ. The men are well armed. They swam the Missouri and have probably made good their escape. Under Sheriff Rutter was on guard in the cell where the four men were confined at the time. Jailer Dillard came to get the supper, dishes. The prisoners seized him and Rutter and overpowered them. One of them then went to the kitchen and secured the Winchester and lay in wait for Jack Williams, one of the guards, who had been down town.
