The United States will send delegate, which were recently aulhorixed by Congress, and an appropriation of$8,000 to defray their expenses. In some of our State Prisons efforts have been made, and certainly in one case with apparent success, to give th3 convicts a moral and educational training, that they may have'at least qualifications for leading a better life when they are released from their term of- - service.
