Protecting our urban resources from storm water impacts requires the use of Best Management Practices. This term is used to represent actions and prac- tices aimed at reducing flow rates and pollution concentrations in storm water runoff. Best Management Practices can be defined as the sched- ule of practices, maintenance procedures and other management techniques to prevent or reduce the pollution of waters at Hill AFB. Practices include treatment requirements, operating procedures and methods to control construction site runoff, spillage or leaks, sludge or waste disposal, or drainage from raw material storage. Pi eventive measures, often called BMPs, are management techniques that reduce the exposure of materials to stormwater thereby limiting the amount of pollutants picked up by water. Some examples of BMPs are educational programs, good housestreet keeping, cleaning and storm drain stenciling. Public Education. It has been shown that the public is often unaware that the combined effects of their actions can cause significant pollution problems. Training programs have been implemented at Hill AFB to educate the Base personnel with regards to storm water pollution and prevention. The public education program at Hill AFB includes monthly newspaper articles, a telephone survey on stormwater issues and directorate training. Good Housekeeping. Good housekeeping is basi non-structur- al non-structur- al cally the maintenance of areas which may contribute pollutants to storm water discharges in a clean, orderly manner. Good housekeeping practices at Hill AFB include: Minimizing or eliminating exposure of materials and products to rainfall by storing inside or under cover; Spill cleanup and prevention; and Minimizing discharges of equipment wash water to storm drains. Street and Parking Lot Sweeping. Streets and park- ing lots can accumulate large amounts of pollutants that can be washed into the storm drain during storm events. Sweeping programs that can remove a portion of these materials from streets and parking lots may significantly reduce the pollutant load contributions to runoff. At Hill AFB, the 75th Civil Engineering Group conducts street sweeping operations daily throughout the entire Base. Storm Drain Stenciling. Storm drains frequently discharge runoff directly to water bodies without receiving any type of treatment. At Hill AFB, the storm drain stenciling program is to instruct employees and residents not to dump materials into storm drains or onto sidewalks, Keeping hazardous materials under cover reduces the possi- bility of their causing stormwater pollution. streets, parking lots and gutters. Employees and residents are frequently unaware that materials dumped down storm drains may be discharged to a local water body. This simple reminder can be a simple yet effective means of alerting individuals of this fact.
