Wing gears up for UCI 2001 by Airman Lara Gale non-complia- 419th Public Affairs Office April may be almost a year away, but in reserve time, almost a year means only eight Unit Training Assemblies. With a Unit Compliance Inspection scheduled for April 2001, the work for 419th Fighter Wing members over the next eight UTAs will include an undercurrent of preparations to show the Air Force Reserve Command they, their units, and ultimately the wing are mission-read- during the UCI. The UCI inspecting team will rate the wing as either compliant or according to their assessment of its performance in the areas included on the ' checklist '' To keep track': of the wffigs ' progress, 419th commanders have come up with a stoplight list, color coding every area that needs to be worked on in thei wing. Colonel Conroy said. As it stands now, most areas are coded red, the color for items not worked on. As the months progress, each item will be addressed to ensure all areas will be green, meaning processes are ready for inspection, when the UCI team arrives. Until April, part of every UTA will be spent working on improvements on this checklist until the unit is 100 percent compliant with command regulations. The basic idea of the UCI is to ensure were doing everything according to federal LL Col. George Muller, wing law, performance officer, said. Were focusing on things that will get you hurt, thrown in jail, etc. The 419th leadership is keeping close track of the wings progress. The wing will be inspected in eight areas, including y. This will be the 419ths first experience with a UCI, AFRCs latest version of the unit work performance inspection that visits units every four years, according to Col. Wayne F. 419th Fighter Wing vice Conroy, commander. The UCI will be much simpler than similar inspections in the past. Colonel Conroy said. In the past, inspections were more and preparations created a lot of work. This time, preparations for the inspection should only include activities that will continue to be useful after the inspection is over. We dont want to create things that are just there for the UCI, Colonel Conroy said. We want to create things that will make us better in the future. The wing has been given a checklist of areas that will be inspected and are expected to be in top performance at all times, not just in-de- nt - - 0 environment, intelligence, contracting, communication, sexual harassment policy following, safety, financial responsibility, and resource management Each unit will have a point of contact for each area, helping the command ensure all areas are covered throughout the entire wing. These are areas AFRC hopes everyone will be up to speed in at all times, said Colonel Roger Oliver, AFRC inspector general. He said the inspections focus more on general readiness and compliance with various directives than on every specific action within the wing. What were looking for is that the organization has processes in place to cany out the requirements of various directives, and that they have had those processes in place for some time, he said. We dont want to see that theyve started things just for the UCI. Colonel Muller said he feels confident doing well in the inspection will only be a matter of putting the best foot of the 419th forward. : We are in compliance with all directives, we just have to prove to the inspection team that we are in compliance, he said. It will take the entire wing working together for the UCI to be successful, he said. Individual reservists will have an impact on the way the inspection team sees the 419th. Individuals can prepare by ensuring their equipment and their time, which is the most valuable asset for the Air Force, is being utilized within Air Force, Department of he Defense, and federal regulations, said. Safety conference targets reserve, guard members just a list of directives to follow, ORM by Airman Lara Gale 419th FW Public Affairs Office- - The 419th Fighter Wing will host an Risk Operational Management and Applications Integration Course August 24 through 26. The course is yet another example of the commitment the 419th FW and Air Force Reserve has made to safety. When members of any unit are familiar with and can implement ORM principles, operations generally run smoother, said Col. F.C. Williams, 419th Fighter Wing commander. More than should guide the way members think through life situations. The goal is to make sure that the decision-makin- g process is structured and logical, Colonel Williams said. Its got to become a mindset for the Reserve and part of our daily operations in order to make a difference. Colonel Williams said since ORM was introduced, deployments in the 419th have run more smoothly. Following ORM principles may be affecting the wing as a whole, he said, because, Its not just lowering your accident rate, you can credit this process with the accident that didnt happen as well. Furthermore, those who attend this course will come away with a better understanding of how to apply ORM principles of safety to everyday work, life and leisure situations. Its not just for supervisors; anybody can attend, said Chief Master Sgt. Jack Hogan, Air Force Reserve Command Of course we safety superintendent. hope to see supervisors who want to take this information back to their people, but the information is useful for anybody. Training all Air Force members in ORM principles is a top priority. Sergeant Hogan said. The class will teach attendees problem-solvin- g techniques through a series of lectures and scenarios. The objective of each ' training session is to encourage members to think situations through and p use a process before making decisions. course Editors Note: The four-da- y will be held in the 419th Fighter Wing step-by-ste- Reservists headquarters building. interested in attending the ORM conference can register with Maj.
