Every year, it is my pleasure to take a moment during the holiday season to review the events of the past year and to reflect on the meaning of the season as well as on the meaning of your service. At this time last year, many of you were engaged in two great missions: providing relief and rescue to the people of Central America in the wake of Hurricane Mitch; and standing up to Saddam Hussein and his weapons program in Operation Desert Fox. Since then, many of you have taken part in or supported the largest military operation in Europe since the Second World War. You turned back aggression in Kosovo. You offered a hand of help and hope to refugees across that region. Nowyou are keeping the peace across Kosovo. Indeed, whether patrolling the dangerous y zones over Iraq, standing vigilant on the Korean Peninsula or serving at bases here at home, all of you have been working without pause to give the greatest gift of all, the gift of peace. f Last year, I wrote that because you are always there for America, America is determined to always be there for ; no-fl- you. This year, I can point to recognition for you and your families that takes note of your remarkable service: the largest increase in military pay and benefits in a generation. This includes increased rewards for performance, targeted pay raises and bonuses, and the restoration of retirement benefits by returning you to 50 percent at 20 years of service. We can never pay you enough for what you do. But we can, and we will, pay you more. So wherever you are serving today, know that all Americans are eternally indebted to each of you for your service. Wherever you serve in the comingyear, knowthat you are in our prayers. On behalf of a grateful nation, have a wonderful holiday season. This particular season is unique because we are about to leave a spectacular 20th century behind and move with great optimism into the next millennium. You should take great pride in the knowledge that as we close this century our nation has a pervasive and growing appreciation for the importance and potential of aerospace power. Your victory in Kosovo) : a major theater air war, was a magnificent display 4 of teamwork, professionalism and leadership made possible by the total Air Force team active duty, Reserve, Air Guard and civilians. You moved people and equipment with lightning speed and prosecuted a brilliant air campaign that brought to bear all of our core competencies in a righteous cause with a just outcome. You proved that the expeditionary aerospace force it is reality. The New Year is not just a vision holds great promise as we continue the journey of reshaping ourselves for the new century. We are immensely proud of you and honored to serve with you. We thank you and your families for your service and your sacrifices. If you can, please take time out to enjoy your families and friends. If duty has you away from hearth and home, know that a grateful nation thanks you and keeps you in ' its thoughts and prayers. During my recent site visits across the command, I saw an energetic desire to support the mission, improve upon past successes, and remain good stewards of the taxpayers' dollars. Armed with this positive attitude, you made 1999 a great success for the Air Force and AFMC. Arid what an amazing year it was. From continued vigilance in the Persian Gulf to a sustained air campaign in the Balkans, you answered the nation's call.' Through it all, we supported the combat units while improving worldwide support to all of our Air Force customers-- a truly remarkable accomplishment, i. Each and every member of the AFMC team deserves the credit. It's proof positive that with an empowered workforce, we can accomplish anything. This holiday season, as with years past, we are e reminded that vigilance is a job. Consequently, man members of our Air Force family are still deployed in regional hotspots throughout the world.
