Several important issues far Grand County residents were discussed at the Provisional League of Women Voters of Grand County meeting last Jimmie Walker, Grand County Commission Chairman, was present at the meeting and said, "I have looked your proposal over and it tickles me to death. Many people are not well informed, and the Grand County Commission will act favorably to what you're doing. We will . look forward to it as the year goes by. If nothing else happens, this issue will make for a good community because there is a lot of interest in the election." The League is working toward publishing its Community Study and may work with the Chamber of Commerce in distributing it. Ann Pool was commended for compiling the "Election Calendar-1988- " that has appeared in the March 2 Adver- tiser and March 10 The calendar is designed to be clipped and saved for reference throughout the year. It includes the filing period for all candidates, mass meetings, party conventions, registration deadlines and requirements. The offices open for election that will appear on the November 8 General Election ballot are also Saturday. He emphasized that there will probably be a tax initiative on the ballot in November, and that it is critical for the school budget that this initiative be defeated. Bunnell also emphasized that the rural counties are outvoted in the Legislature and it is not a political reality to take money away from the Salt Lake area districts in order to give it to Grand County. Utah Representative David Adams discussed the Trust Land Manage- ment Act With enactment of this state law, 25 of all mineral lease monies that comes to the state from minerals produced on federal ground will now be returned to the counties. The counties will share in this money at the rate that each county produces it. Grand County is expected to receive around $600,000 a year when the program is in full operation. The Act will allow Grand County to set up special road districts. One suggestion was that Grand County pursue a new road to reach the Uintah Basin. The money is not transferable to fund the schools. The Trust Land Management Act also sets up Payment in Lieu of Taxes that the state will be paying the county for each state land section within the county. This is patterned after the federal program. Tbe payments will start at $.06 per acre for die first year and increase in five years to $.52 per acre. Adams also discussed the Enter-priz- e Zone Law. He said this law can have a tremendous impact as it permits counties with low economic activity and high unemployment to be designated as enterprize zones. Any new business that chooses to locate in this zone, or any existing business that expands, will be eligible for tax credits for each new job they create. The businesses will also be eligible for sales tax exemption for new equipment purchased. Several questions were raised by the audience.
