A local cosmetics specialist is offering a free facial and makeup demonstration to the first 15 senior citizen women who sign up at the Eldred Fifty (AP) years ago, at the Palace Theater in New York, a milestone in American politics occurred: the first black showing of a little-notic- ed and white movie called "Love is on the Air." Ronald Reagan had arrived. In the half century since the premier of his first film, he has been performing steadily. First it was acting, then it was speaking, then it was Sacramento, and now it's the White House and world summitry. He is the first American president to have come from the ranks of professional actors, although by no means the first to have a touch of the ham in his makeup. The reviews are mixed, but critics and admirers alike agree that Reagan's movie-hone- d skills have become an essential part of his presidency, just as similar skills have been used by politicians before him to their advantage. "If you had a president with Reagan's rhetorical skills who at the same time was devoted to reality, that would be a big plus," says James David Barber, a student of the presidency who teaches political sci- ence at Duke University. "There is only one little problem and that is that he couldn't care less about the facts." Fess Parker, an in Santa Barbara, Calif., who considered a race for the Senate two years ago and decided against it, takes a brighter view of how Reagan's acting skills serve him in the presidency. "That office is so awesome that without the focus of personality and the ability to enunciate and communicate the political aims and goals, all of the committees and aides and assistants and consultants would be of little use," Parker said in a tele- an phone interview. minute, 1942 tearjerker based on a popular novel of the day. Most were "A" movies that fell short of the top rank. That first movie, "Love is on the Air," opened as a second feature to "Stage Door," starring Katherine Hepburn, on Nov. 12, 1937. Reagan played a radio announcer. It was a role he would repeat in several of his early films, probably because he had been an announcer in the Midwest before to Hollywood. In one film, "The Amazing Dr. he was an announcer who wasn't seen only a voice over the radio. By the 1940s, however, Reagan was steadily appearing in "A" films for Warner Brothers with stars of the caliber of Errol Flynn, Ginger Rogers and Patricia Neal. Cary Grant, in an interview a month before his death last year, said the president could have been one of Hollywood's top leading men if Flynn hadn't been a big star at the same studio. Be that as it may, Reagan go;-- g never won an Academy Award, nor was he ever nominated for one. By the time he went on the lecture circuit as a spokesman for General Electric his career was faltering. He then won election to two terms as governor of California and to two terms in the White House. Charlton Heston, another actor who passed up a Senate race, said in an interview with The Washington Post in 1986 that he thinks performance is central to political leadership. "A lot of it is acting, really," Heston said. "Politicians hate to have you say that. Only actors understand this. ... I mean, why do you think Castro still wears those com- bat fatigues?"
