Bureau officials believe that the plant would have a peak generating capacity of 10 4 megawatts and on a yearly basis, this would generate about 39,086,000 saleable kilowatt hours of electrical energy within the storage project. When fully completed the Jordanelle Dam will have a height of 296 feet and will back up a water capacity of 320,300 acre feet and a total surface area of about 3.070 acres. The dam will be an earth-fil- l structure with the reservoir being an configuration. Once construction begins, the relocation of about 100 people or 38 families would begin from the proposed boundary of the reservoir. Under the Federal Uniform Relocation Assistance and Land Acquisitions Policies Act of 1970, land owners will be compensated for land and properties acquired, plus federal assistance for relocation and the acquisition of replacement property if desired. One major construction item which is of great concern to Wasatch County officials would be the of U.S. Highway 40. Once the dam is built (about six miles north of Heber City) nine miles of the road would be relocated around the northern arm of the reservoir and approximately 54 miles of U.S. Highway 189 would be One benefit of the highway reconstruction will be that once U.S. 40 is it will be a four-lan- e in those areas where the thoroughfare original pavement was torn up. One definite advantage of the con By ROD OOLLETT The construction of HEBER CITY a hydropower plant at the base of the Jordanelle Dam in Wasatch County would mean an increase of saleable electricity in the Colorado River Storage Project area and produce enough energy to serve the needs of a city of about 18,000 people. According to Bureau of Reclamation officials, the power would be marketed for commercial use in the Heber to Francis areas of Wasatch and Summit Counties. Much of the power produced would be transmitted over existing transmission lines. A Utah Power and Light substation situated in the reservoir basin would be relocated adjacent to the powerplant and would be used to convey project power to serviceable areas. Returnable revenue on the sale of energy would result in about 1187,000 annually. These funds could be used to repay the cost of the power facilities and other related project interests. The bureau has indicated in previous public meetings and in its environmental information that the operation time of the plant would "vary according to the availability of reservoir releases made for downstream water needs." The plant would operate at full capacity 24 hours a day during the summer months and about 20 percent of capacity during the winter months. The draft environmental statement which explains the Municipal and Industrial System of the Bonneville Unit of the Central Utah Project stated that the Jordanelle Powerplant would be located downstream of the dam. Many of these sites will have access ramps for boat launching and amenities such as spring drinking water, restrooms and car and trailer parking. One of the major worries for sportsmen would be the affect of construction on wildlife, specifically deer and sage grouse, the two major game species in and around the Jordanelle Dam and Reservoir. A mitigatita plan put forth by the Bureau of Reclamation and state wildlife resource officials would enhance the future of deer by the improvement of 1400 acres of federal and state land and the purchase of 400 acres of private land for the animals. The sage grouse future would also improve with the acquisition of 110 acres of private land on the west side of the reservoir. This area is considered a Children's the town's present borders. Two hearings have been scheduled by the boundary commission, one to hear Pleasant Grove's protest, and the other to hear Cedar Hills'. After a lengthy discussion last night, the boundary commission voted to request the county planning department to conduct a mail referendum so that residents of the area, including renters, may state their preferences. A resident may indicate a preference to go with either city, or to remain in the unincorporated area. Results of the survey will then be indicated on a map so that the boundary commission may draw conclusions from the vote in an orderly fashion, according to David Gardner, member of the commission who made the motion for the referendum. He also indicated that the cities involved may, on request of the Manila residents, schedule public meetings to present both sides of the story. Nina Reid, member of the boundary commission, Critic Praises stated that it was important to determine the wishes of residents, but also to look at what urbanization will do. She emphasized that the boundary commission is not another layer of government and cannot conduct the survey. "We are asking for survey information to amplify or clarify the policy declarations on annexation that the two cities have filed," stated Robert Maynard, member of the commission. Representatives of both cities conceded that they have no conflict on the area south of 8800 North Street, although Frank Mills, Pleasant Grove city councilman, noted that his city is prevented from annexing that territory because of the court injunction secured by Cedar Hills. "It appears to me that the two cities are close," said Clyde Naylor, chairman of the boundary commission. "I don't see too much difference here, and I wonder if it could not be resolved reasonably." Mr. Naylor told those present he hoped the cities would resolve their differences, make a stipulation, and return to the commission to say that the matter was settled. Doug Collett, mayor of Cedar Hills, urged the boundary commission to include in the mail survey the entire area running from the Utah State Training School road to the forestry line, and from 8800 North Street to Cedar Hills boundaries. Representatives of both cities objected to a proposal that costs of the survey be borne equally by the two, but members of the boundary commission pointed out that both have filed protests and the boundary commission has no funds for such a referendum. The famous "Recognition Scene" between Anna the Dowager and her skeptical "grandmama," Empress, is underplayed, honest and ly effective. Jamie Parker deserves special mention as the doubting dowager; for youth to handle age so successfully marks a unique talent. Also most authentic in their roles as Russian servants were Melanie Douglas and Jon Swindle. It is fortunate that director Jenkins has kept the proceedings at a fast clip as the dialogue tend to become overly talky. Her sensitivity and comfortable use of the setting added much to the over-al- l effect, as did the use of appropriate music, lighting, and costumes. Thanks to Jenkins, Anna never reappears after her escape in the third act. It seems the director is the real winner here and, once again, it is she who proves that this intriguing play in the right hands can provide an especially exhilarating evening in the theatre. .
