Phil Gramm led the list of the 10 House members getting the most in political action committee contributions with $212,921. The report, which examined contributions and spending by 2,020 House and Senate candidates, said 20 percent of the contributions, $34.6 million, came from political action committees, up from $20.8 million, or 16.5 percent, in the same period in the 1980 races. The interim study said spending for congressional races for the period was $133.6 million, $30.6 million higher than at the same point in 1980. The candidates, said the report, have raised $175.6 million.
